This paper evaluates performance of health service of Asian countries in 2006. Methods: In the first step, the initial data for performance evaluation has been collected from the site world health organization (WHO) and are weighted by Analytical Hierarchy Process (AHP) and finally they were reduced to a desirable output, an undesirable output, a controllable input, a fix input, a social and an economic indicator. Applying eigenvector procedure in AHP needs the use of maple software to calculate the weight of each component in each group. Then, the technical efficiencies of healthcare system of countries are measure by standard input oriented DEA linear programming model. Writing the linear programming model in GAMS (General Algebraic Modeling System) does the execution of DEA models: that we enter the value of introduced indicators in first step for each country. Results: For fair evaluation of healthcare systems of countries in competitive space produced by DEA, environmental factors is effective so in the next step the influence of socio-economic indicators is shown on evaluated technical efficiency in the previous step. The effect of environmental factors is done by composition of two DEA model suggested by Banker & Morey in 1986 and Kao & Liu in 2000. Finally, we will present the results of efficiency of countries in the tables and the manner of being efficient for country with non-efficient healthcare system by suggesting as lower the expenditure on healthcare system. Conclusion: The healthcare system of each country is ranked according to the efficient usage of resources to deliver the health service and the reducing the expenditure results to excess the efficiency.Keywords: Performance; Performance Assessment; Data; Models, Statistical; Health.}, keywords = {}, title_fa = {کاربرد مدل‌های تحلیل پوششی داده‌ها در ارزیابی عملکرد نظام سلامت کشورهای آسیایی}, abstract_fa = {مقدمه: ارزیابی عملکرد نظام سلامت کشورها با استفاده از مدل‌های ریاضی تحلیل پوششی داده‌ها در دو سطح خرد و کلان حایز اهمیت است. در این نوع ارزیابی، نظام سلامت کشورها در فضای کاملأ واقعی و رقابتی رتبه‌بندی می‌گردند. در پژوهش حاضر، پژوهشگران اقدام به ارزیابی عملکرد نظام سلامت کشورهای آسیایی با استفاده از مدل‌های تحلیل پوششی داده‌ها (DEA: Data envelopment analysis) نموده‌اند. روش بررسی: این پژوهش، کاربردی و از دسته مطالعات تحلیلی- مقطعی بود. جامعه پژوهش شامل نظام سلامت کشورهای آسیایی در سال 2006 بود که اطلاعات لازم از سایت سازمات جهانی بهداشت گردآوری و سپس این داده‌ها با استفاده از فرایند تحلیل سلسله مراتبی (AHP: Analytical hierarchy process) وزن ‌دهی شد و در نهایت به یک «شاخص خروجی مطلوب»، یک «شاخص خروجی نامطلوب» و یک « شاخص ورودی» تقلیل یافت. سپس کارایی تکنیکی نظام سلامت این کشورها با استفاده از مدل استاندارد برنامه ریزی خطی ورودی محور DEA محاسبه گردید. تحلیل یافته‌ها به کمک نرم‌افزار General algebraic modeling system (GAMS) انجام شد. یافته‌ها: از آن جا که در ارزیابی عادلانه نظام سلامت کشورها در فضای رقابتی، که توسط DEA به وجود می‌آید، عوامل محیطی نیز مؤثرند، در مرحله بعد تأثیر شاخص‌های اقتصادی - اجتماعی بر کارایی تکنیکی محاسبه شده در مرحله دوم نشان داده شده است. تأثیر عوامل محیطی با استفاده از تلفیق دو مدل DEA ارایه شده توسط Banker و Morey (1986) و مدل Kao و Liu (2000) انجام شده است. سرانجام، نتایج ارزیابی عملکرد نظام سلامت کشورهای آسیایی در قالب جداول و چگونگی رسیدن به حداکثر کارایی کشورهایی با نظام سلامت ناکارا به صورت پایین آوردن هزینه‌های نظام سلامت نشان داده شده است.نتیجه‌گیری: نظام سلامت کشورها بر اساس استفاده بهین از منابع اولیه برای ارایه خدمات درمانی رتبه‌بندی می‌شوند و ارتقای کارایی نظام سلامت هر کشور در گرو پایین آوردن هزینه‌های سلامت آن کشور است. واژه‌های کلیدی: عملکرد؛ ارزیابی عملکرد؛ داده‌ها؛ مدل‌های آماری؛ بهداشت و تندرستی.}, keywords_fa = {}, url = {https://him.mui.ac.ir/article_10954.html}, eprint = {https://him.mui.ac.ir/article_10954_a9f4142271db7b8393fc36bae700f114.pdf} }
