Abstract

Every health researcher usually has a number of unpublished manuscripts. In fact, sometimes researchers, despite various efforts to publish their manuscripts in valid journals, sometimes their articles are not published due to various possible problems such as an increase in manuscripts submitted to journals, inadequate quality, incorrect selection of journal, level of article, and sometimes unknown and unclear reasons. However, the authors of these types of articles believe that this manuscript has the necessary quality and also has incurred a lot of financial costs that it is not advisable for it not to be published and used. It seems that paying attention to the authors' claims can be re-verified. To solve this problem, the existence of an information system that can cover these types of articles would be very useful. This article discusses the features and capabilities of this information system, such as the ability to modify a manuscript and submit a proposal, the ability to introduce a manuscript to a specific journal, predicting acceptance or rejection of a manuscript in a specific journal, the ability to see the comments of previous journal reviewers, the journal recommendation system, etc., in order to provide a basis for designing this information system.
