چکیده
مقدمه: برنامه‌ریزی راهبردی در کتابخانه ها نیازمند شناسایی ابعاد مختلف فعالیت‌های آنها دارد. در این پژوهش نسبت به شناسایی عوامل تاثیرگذار بر برنامه ریزی راهبردی در کتابخانه‌های دانشگاه‌های علوم پزشکی ایران اقدام شد.

روش‌ بررسی: این پژوهش کیفی و از نوع تحلیل محتوا است. مشارکت‌کنندگان شامل کتابداران، مدیران و معاونان کتابخانه‌های دانشگاه‌های علوم پزشکی ایران بودند. در این مطالعه از نمونه‌گیری هدفمند و گلوله برفی استفاده شد. داده‌ها با استفاده از مصاحبه نیمه‌ساختاریافته با 21 نفر گردآوری و به روش تماتیک تحلیل شدند.

یافته‌ها: مجموعه منابع اطلاعاتی و وضعیت نیروی انسانی متخصص از جمله امکانات راهبردی کتابخانه‌ها بودند. انتظارات مراجعین، رسالت‌های سازمان‌های بالادست و وضعیت فعلی عملکرد نیز سه عامل برای تدوین رسالت‌های کتابخانه‌ها هستند. امکانات و خدمات موجود در کتابخانه نقش مهمی در تدوین چشم‌اندازهای کتابخانه‌ها داشت و توجه به اصول اخلاق حرفه‌ای کتابداران و نظرات کاربران می‌توانند برای ترسیم ارزش‌های کتابخانه‌ها استفاده شوند. به روز بودن خدمات در تعیین اهداف راهبردی اثرگذارند و کتابداران در صورت داشتن اختیارات کافی می‌توانند اهداف بهتری برای کتابخانه‌ها بنویسند. از جمله عوامل محیطی تاثیرگذار بر برنامه‌ریزی راهبردی کتابخانه‌ها می‌توان به فناوری‌های نوین اطلاعاتی و ارتباطاتی، عدم انگیزش کتابداران، نحوه مشارکت در برنامه‌های آموزشی و پژوهشی و کمبود نیروی انسانی کتابدار اشاره کرد.

نتیجه گیری: توجه به عوامل شناسایی شده در این مطالعه می‌تواند به عنوان راهنمای اولیه جهت تسهیل برنامه‌ریزی راهبردی کتابخانه‌های دانشگاه‌های علوم پزشکی ایران مورد استفاده قرار گیرد.

چکیده English

Introduction: Developing strategic planning in libraries depends on identifying different dimensions of its activities and services. In this research we proposing a lens for strategic planning in libraries of Iran medical science universities.

Methods: After adopting a qualitative survey design, 21 academic library managers were interviewed. Snowball sampling method was used to select the Samples and the data analysis was done using the thematic analysis method by MAXQDA 10.

Results: The study revealed nine main themes and over 54 sub-themes. Resources and librarian specialists identified as an important libraries property. Customer expectations, The Mission of Upstream Organizations and Current Status of Library Performance were identified as three factors influencing the formulation of library missions. In libraries, for drawing up perspectives, the most important issue was the available facilities and services. Considering the librarians' professional ethics and user feedback from most interviewees, it was raised as a value for the library. The majority of interviewees considered Up-to-date services to be important strategic goals and stated that if they had the necessary delegation of responsibility, they would be able to formulate better goals. The most important environmental factors affecting strategic planning referred to modern information and communication technologies, lack of librarian’s motivation, participate in educational and research programs and lack of human resources in libraries.

Conclusion: Strategic planning for each library was different from others. But, attention to the Common influential factors and used of proposed integrated framework in this study can be facilitate strategic planning.
