چکیده
مقدمه: تحقیق حاضر با هدف طراحی و ارائه الگوی سیاست‌گزاری عمومی در حوزه سلامت با تاکید بر مولفه‌های فرهنگی (مورد مطالعه دانشگاه علوم پزشکی استان چهارمحال و بختیاری) انجام شده است.

روش بررسی: این مطالعه از نوع پژوهش‌های آمیخته (کیفی-کمی) است. جامعۀ آماری شامل اساتید، و متخصصان سیاست‌گزاری است که در زمینه سیاست‌گزاری و تببین سیاست‌های نظام سلامت اطلاعات لازم داشته‌اند که مورد شناسایی قرار گرفته. در این پژوهش با استفاده از روش نمونه‌گیری هدفمند تعداد 15 نفر به عنوان نمونه آماری انتخاب شدند. در این طرح مراحل تحلیل داده‌های کیفی گردآوری شده در سه مرحله کدگذاری باز، کدگذاری محوری و کدگذاری انتخابی انجام شده است.

یافته ها: نتایج تحلیل داده‌ها نشان می‌دهد 77 مقوله فرعی شناسایی و استخراج شدند که این مقوله‌ها در قالب مقوله‌های اصلی شامل عوامل علی، شرایط زمینه‌ای، عوامل مداخله‌گر، راهبردها و پیامدهای الگوی سیاست‌گزاری عمومی در حوزه سلامت با تاکید بر مولفه‌های فرهنگی دسته‌بندی شدند.

نتیجه گیری: سیاستگزاری در حوزه سلامت متاثر از فاکتورهایی متفاوتی می باشد که مستلزم مدیریت و تجزیه و تحلیل قبل از اعمال این سیاست هاست.

پیام کلیدی: برای بهبود و ارتقای خط‌مشی‌گذاری عمومی در حوزه سلامت نیاز به راهبردهایی داریم که هم در تعیین خط‌مشی‌گذاری و هم در اجرای آن کمک کننده هستند. در واقع راهبردهایی برای تعیین و اجرای مناسب الگوی خط‌مشی‌گذاری عمومی در حوزه سلامت نیاز است که نقش مولفه‌های فرهنگی را در نظر داشته باشد و در اجرا و عملیاتی نمودن سیاست ها به مولفه های فرهنگی توجه ویژ های داشته باشند.

چکیده English

Introduction: The present study was conducted with the aim of designing and presenting a model of public policy-making in the field of health with an emphasis on cultural components (case study: Chaharmahal and Bakhtiari University of Medical Sciences).

Methods: This study is a mixed-method (qualitative-quantitative) research. The statistical population includes professors and policy experts who have needed information in the field of policymaking and interpretation of health system policies. They were identified and their opinions were used in the qualitative section. In this study, using purposive sampling method and considering the saturation law, 15 people were selected as a statistical sample. Inductive qualitative content analysis was used to analyze the qualitative data of the study. In this plan, the analysis stages of the collected qualitative data were carried out in three stages: open coding, axial coding, and selective coding.

Findings: The results of data analysis show that 77 subcategories were identified and extracted, which were categorized into main categories including causal factors, underlying conditions, intervening factors, strategies, and consequences of the public policy-making model in the health field, with an emphasis on cultural components.

Conclusion: Policymaking in the field of health is affected by different factors that require management and analysis before implementing these policies.

Key message: To improve and promote public policymaking in the health sector, we need strategies that are helpful in both determining policymaking and implementing it. In fact, strategies for determining and properly implementing a public policymaking model in the health sector are needed that take into account the role of cultural components and pay special attention to cultural components in implementing and operationalizing policies.
