قدمه: قرار گرفتن ایران در رتبه‌ی بالای علمی در بین کشورهای منطقه، برخورداری از دانش پیشرفته و توانایی در تولید علم، بخشی از اهداف بسیار مهم تعیین شده در سند چشم‌انداز بیست ساله‌ی ایران می‌باشد. در همین راستا، پژوهش حاضر با هدف تعیین و مقایسه‌ی شاخص ضریب تأثیر مجلات تخصصی ایران و کشورهای منتخب و ارایه‌ی پیشنهادهای مناسب انجام گرفت.
روش بررسی: در این مطالعه‌ی مقطعی که در پاییز و زمستان سال 1390 انجام گرفت، ضریب تأثیر مجلات تخصصی و شاخص‌های کمی تعداد مجلات منتشر شده در 25 کشور به روش مرور مستندات مورد مقایسه قرار گرفت. مبنای انتخاب کشورها سند چشم‌انداز جمهوری اسلامی ایران بوده است. ابزار جمع‌آوری اطلاعات چک لیست بود که روایی آن با بهره‌گیری از نظرات متخصصین این رشته تأمین شد و پایایی آن با توجه به عینی بودن متغیرها و وجود توافق کامل بین دو پژوهشگر در استخراج داده‌های این متغیرها، 100 درصد بوده است. در ادامه، شاخص ضریب تأثیر مجلات کشور‌های مورد مطالعه در سال‌های 2009 و 2010 از گزارش (Journal Citation Reports) JCR استخراج گردید و وارد چک لیست شد. با بهره‌گیری از آمار توصیفی، میانگین این شاخص به تفکیک کشورها مشخص گردید و بر اساس مجموع امتیاز کسب شده توسط هر کشور، رتبه‌بندی انجام شد. 
یافته‌ها: در 25 کشور مورد مطالعه در سال 2009 و 2010 به ترتیب 1440 و 1507 مجله‌ی تخصصی وجود داشت که 87 (04/6 درصد) و 124 (23/8 درصد) مورد آن در ISI نمایه شده است. درصد رشد کل مجلات تخصصی منتشر شده در سال 2010 نسبت به سال 2009 در ایران 73/9، ترکیه 5/4 و پاکستان 1/2 بود، اما درصد رشد کل مجلات نمایه شده در ISI در سال 2010 نسبت به سال 2009 در ارمنستان 200، ترکیه 06/58، پاکستان 1/57 و ایران 36 بود.
نتیجه‌گیری: در مجموع از نظر شاخص‌های تولید علم در بین 25 کشور مورد بررسی، کشورهای ترکیه، ایران و پاکستان به ترتیب هر کدام با 20، 14 و 9 امتیاز در رتبه‌های اول تا سوم هستند. نتایج نشان می‌دهد که خوشبختانه پژوهشگران کشور ما در سال‌های اخیر تلاش بسیار زیادی در عرصه‌ی تولید علم داشته‌اند و هر سال پیشرفت چشمگیری نسبت به سال قبل دارند. نکته‌ی قابل ذکر این‌که برای دستیابی به اهداف لحاظ شده در سند چشم‌انداز بیست ساله، ضمن توجه به استاندارد‌های ISI، دسترسی آسان مقالات و مجلات برای محققین و چاپ مقاله‌های مشترک توسط مؤلفین بایستی در دستور کار مؤثر صاحبان فرایند قرار گیرد.

Introduction: Obtaining top academic position among countries of the Middle East and having advanced
knowledge and ability to produce knowledge are among the most important goals set in Iran’s twenty-year
vision. Present study aimed to determine impact factor of specialized and technical journals of Iran and to
compare with selected countries and provide appropriate recommendation.
Methods: In this comparative study which was conducted through cross-sectional method in winter 2012,
impact factor and quantitative indices of some Iranian published journals were compared with journals of
twenty five countries. Countries were selected based on Islamic Republic of Iran’s vision. A checklist was
used for data collection whose validity was confirmed using expert opinion and its reliability was 100%;
because the variables were objective and consensus was present between two researchers on data
extraction. Required data were extracted from 2009 and 2010 Journal Citation Reports® (JCR). Mean of
Impact factor was obtained for each country using descriptive statistics. Finally, the countries were ranked
based on total scores acquired by each country.
Results: Twenty five studied countries had 1440 and 1507 specialized and technical journals with 87
(6.04%) and 124 (8.23%) ISI indexed in 2009 and 2010, respectively. Growth of published journal in Iran,
Turkey and Pakistan was 9.7%, 4.5% and 2.1%, respectively in 2010 compared to 2009; however, this
number for 2010 ISI indexed journals for Armenia, Turkey, Pakistan and Iran was 200%, 58.1%, 57.1%
and 36%, respectively.
Conclusion: Turkey, Iran and Pakistan with 20, 14 and 9 points, respectively were the first three countries
among twenty five studied countries based on science production indices. This study indicated that Iranian
scholars had lots of efforts in producing science in recent years, with considerable advances every year
compared to previous year. To achieve goals of twenty-year vision, considering ISI standards, easy access
of scholars to paper and journals and publishing joint papers should be placed in the agenda of the
authorities and process owners
